Data issue counts and fix time
GET /v1/issues/stats
GET https://api.healthcare.dev/v1/issues/statsPublic, no authentication: open reports, reports resolved in the last 90 days, their median fix time in hours, and the target.
Public: no API key needed.

Errors
Errors are application/problem+json (RFC 9457). Branch on type, not on title. See Errors.
